It will be seen from the minutes by Dr. Kauntze and Dr. Rae above that they have agreed with the proposal that Dr. Selwyn-Clarke's Report on Medical and Health Conditions in Hong Kong for the period of the Japanese occupation should be printed as a Colonial Office paper.

In normal circumstances such a Report would, no doubt, have been printed by the local Government as a Sessional Paper but since the proposal was made three months ago, i.e. before / that it should be printed as a Colonial Office paper and we have in fact told Dr. Selwyn-Clarke that that is the intention (see 8) and the matter was mentioned to Sir Mark Young

I agree that these reports are useful and interesting documents but there are a number of points which should, I think, be considered before the question of printing them is decided.

In the first place, we must be clear about the use to which they are to be put if printed. In her minute of the 20th of June Miss Ruston suggests printing as a Colonial Office paper, not for sale to the public, and the same line was also taken in No.8
